When 1 drop of the stuff is lethal, what were 3 vials of it doing in an extended stay hotel room in Las Vegas?

The above statement is ambiguous.
Do people just walk around with ricin and keep it in their hotel rooms?
The hospitalized man may have just been unlucky enough to be staying in a room where ricin was stashed.
So WHO stashed it there?
The Mexican mafia?
MS-13?(Central American mafia)
But authorities say it wasn't going to be used for terrorism.
How do they know this already if they are stating that they haven't found out WHO the ricin belonged to?
No matter WHO left it, the authorities have no way YET of knowing what it was going to be used for unless they are holding back information. It does not take 3 vials of the ricin to kill one man if someone wanted the victim who was staying in the hotel room dead.
It was stated to be 100% ricin.
